If your LDAP account isn't set up for bzr and you try to connect to bzr.mozilla.org, you get this message from the server:

You are not welcome here, go away!

We should instead state that their authentication failed or their account is not set up, and direct them to a web page with information how to apply for an account or something.

I suspect this code was reused from svn/Hg so we may have the same issue with those.
Actually, you don't get this message unless you successfully authenticate and don't have access, so no need to say anything about authentication failure. Just need to give info about where to go to get your access straightened out.
Summary: bzr server is rude to people who don't have accounts → bzr server is rude to people who don't have bzr access set up on their accounts
I figured out where this message was and changed it. It now reads:

Your account does not have access here.
If you think this is incorrect, please file an IT ticket.
