The <HR SIZE=1 NOSHADE> tag should be producing a 1 pixel high line, but as you
can see from this Kuro5hin page it is producing an unsightly block in the middle
of the page.

I've seen this on other pages as well, which don't include the WIDTH=...
attribute as the Kuro5hin page given does.
