Hi,
I have a suggestion, basically, we have been using Bugzilla for around 5 years for our ERP implementation and now that we are live we still manage all issues through Bugzilla.
My thought is this, whenever we release a package update to production we list the bugs being patched, if users want to know more they contact us for information, or where it is a larger change like a process change we send out a training update.
Only Bugzilla users can access Bugzilla, we don’t want all employees (800) accessing it and needing to read through all the details of a bug to try and understand the issue, if Bugzilla had a "Public Comment" box available so a non Bugzilla user can look at a comment that we would put in for the 'Public’ to see this would describe the issue and the solution in simple user terms, and when we send out a patch list, we can link the list to the public comment, it would make it much easier to communicate with the business the 'need to know' parts of the bug resolution....

IMO, you should use a custom field to paste relevant data in it, and then have an external script which accesses this custom field and generates the "release notes" for you. Implementing this upstream wouldn't be useful for most Bugzilla installations.
