steps to reproduce: 1.Log into an AMO account which is not associated with any add-ons. 2.Click on Edit Profile link under "My Account" 3.Click on "Notifications" tab observed behavior: User message says-"There are currently no notifications available for you to configure." But there is a "Save" button on this page which should be available only when user can configure their notification options.

More to the point, the notifications tab itself is unnecessary in that instance and probably just shouldn't be shown at all if there's nothing useful in it.

We can exclude that tab (if it's empty) in the rewrite.

I don't think notifications should be handled in the dev tools, but regardless, the notifications area is now on the Email & Password tab of the new Account Settings page instead of its own tab. https://preview.addons.mozilla.org/en-US/firefox/users/edit
