544974 - Users can't add tags while editing a design

Description

NOTE: Pick a design which has a few tags associated with it
steps to reproduce:
1.Go to the edit page for one of your design challenge submissions(http://mcc.stage.mozilla.com/designs/247/edit)
2.Add a tag(cruella)
3.Click "Save changes"

observed behavior:tag is not added to the design if the design is associated with a few tags already

This is being caused conflicting form tags on the page.  Will require some rethinking and refactoring...

Specifically, the delete tag forms are essentially nullifying the add tag form on that page.  When you're on an edit page where tags have not yet been added to the design (and hence there are no delete tag forms) you can add tags just fine.
