This only happens in Windows 7 64 bit PC. I stumbled upon a peculiar work-around: in the tools menu > options, I must choose the American English language option and then click OK. Both problems then go away, but next time I open Firefox, I have to repeat this procedure. Wierd!

What language is it usually set to since the localized build you are using is the en-us build?
i have windows 7 x64, and i can't reproduce your problems.
ensure that you can reproduce in safe mode http://support.mozilla.com/kb/Safe+Mode otherwise it's due to some add-on that you should disable.

Which version are we talking about? 3.6? your reported UA is from OSX10.4 and does not tell us anything about your windows env.
Reporter, are you still seeing this issue with Firefox 3.6.13 or later in safe mode? If not, please close. These links can help you in your testing.

No reply, INCOMPLETE. Please retest with Firefox 3.6.13 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). If you continue to see this issue with the newest firefox and a new profile, then please comment on this bug.
