In most of the world, people print on A4 paper. I have my CUPS printers always set to A4 paper if possible. I have a German locale. Yet Firefox uses US-Letter as a default. It also sometimes seems to forget that I changed it to A4. But it always catches me when I install a new system and try to print something.

Please make the default paper format be determined in a better way.

Steps to Reproduce:
1. Install German Ubuntu (comes with Firefox)
2. Install printer and set it to use A4 page layout
3. Print random page
Actual Results:  
Prints in US-Letter format, resulting in parts of the page being clipped of.

Expected Results:  
Print in A4 format.
