Details 
"Start over" fails when the local version is older than the server version, even if a server wipe was requested.  Moreover, it fails after sending DELETEs to the server, leaving you with no data on the server at all.

See attached log for details.
We should fix this in 1.3, for future-proofing.

Similar to bug 534218 except the other is being wiped. Perhaps wipeClient/Remote should only happen after remoteSetup.
