Steps to Reproduce:
1. Go to docs.google.com and sign in
2. Pan down the iframe list of doc entries
3. Pan back up the list till you get to the top
4. Pan down the iframe list of doc entries
5. Slide open the controls sidebar
6. Pan back up the list till you get to the top of the list
Actual Results:
When you get to the top of the list, the remnants of the pan continue to pan the entire page as well.
Expected Results:
The expected behavior for me is for the list to only pan to the top of the list. I don't want the entire page to pan when I'm finishing a pan of the list within the iframe.

You mean the scrolling that still occurs after you've panned something, right? (which was implemented in bug 431843)
Indeed, that seems unwanted behavior, smooth scrolling doesn't do that, either.

If we want to make panning appear fluid, then the current behavior is good.

Note that currently, it is impossible at all to scroll frame content, it seems, see bug 627357.
