Details
Following the long wait for nightly builds to resume there was today a nightly created, but there was no .mar file / partial update file created.

The complete mar was created OK, just not the partial.

The partial generator ignores any builds more than 120 hours old to limit its work space. Turns out the last windows nightly was older than that (on Feb 11th). Faked it looking newer with:

find -type f -exec touch -t 201002140000 {} \;
Partial and complete are offered now.
