QA: the new output has app filtering in it (remora didn't) so the outputs won't be the same

Why are there no language packs for mobile?

The https://addons.allizom.org/en-US/mobile/language-tools/ lists Dictionaries and Language Packs. All the addons listed are dictionaries (note the language pack column is empty). 

I'm guessing we are looking for language packs specifically in the API.

Yup, mobile was created after the language packs so they weren't marked compatible, I suspect.  To QA it, mark one compatible and see if it shows up.
