I was logging this as a bug as well. My current version will save no tabs, defaults to "Firefox Home (default)" instead. I am using the current version (84.0) as just downloaded, and installed from scratch to be sure it was a good install. Both the initial upgrade install and the newly install product operate the same way, with the error of reverting to Firefox default instead of current tabs. ...Denny Betz

This seems to work fine for me, in that it uses all the pages in the current window, excluding the Firefox settings tab itself, as well as closing tabs and pinned tabs. Code link for reference: https://searchfox.org/mozilla-central/rev/7751fef9eeb3db0a07ae4680daa2a62bd8f49882/browser/components/preferences/home.js#357-372 .
Given how old this is, going to close this out - we can reopen if people are still seeing this and can provide steps to reproduce the issue.
