On http://opentochoice.stage.mozilla.com/?lang=fr and other locales, the date is displayed in English.

I do not see strings for the translation of days and months therefore I guess that Worpress function date_i18n() is relying on PHP default modules.

My wild guess is that the server does not have any language support installed apart from English and that's why it always returns English strings for dates.
Wordpress doesn't use system-wide locale support, they basically re0implemented everything (formats, gettext) in PHP, from what I can tell. I'm working on this in bug 547357.
