Once rev2 is retired the regression tracker should switch over to monitoring rev3 machines.  The exception being tiger boxes which will remain up and testing, but are rev2.

Pushing to catlee as he's already working on this.

Please continue to monitor talos-rev2-tiger* but stop monitoring all other
talos-rev2* machines. Also, we should start monitoring all talos-r3* machines.
