After removing for example the "Most Visited" dynamic bookmark folder, it seems to be gone forever since there is no way to create new dynamic folders. The only way to get such folders back is to create a new profile.
open about:config and set browser.places.smartBookmarksVersion to 0

Do you really think this is a good solution for the average Firefox user? I think not. I'd say it needs some kind of UI.

This is an edge use-case, since documentation is good (if it's not then we should fix it) there is no need to bloat the UI. otherwise the preferences would be a plethora of options for any small case.
