Brad mentions in bug 502844 that we want to have a multi-locale build for winmo.

We need some data on available locales on the phones we target to tie that together with the locales we have to form a list to be included in that build.

That list is not just for build, but also defines our test matrix for the windows logic, which hasn't been on for ages.
