Click Scroll does not work in elements, only on whole page or frame

On any given page where an element has overflow: scroll defined, you cannot autoscroll inside that element by clicking the scroll button in it. Doing so will scroll the parent page (or frame if present), but not the content of the element itself.

Reproducible: Always

Steps to Reproduce:
1. Put mouse over an element (e.g. a div) that has scroll bars
2. Click middle mouse button
2a. If the page is long enough the autoscroll icon will appear
3. Move the mouse.

Actual Results:  
If the page is long enough the whole page will scroll. If not, nothing will happen.

Expected Results:  
The content of the element (e.g. a div with overflow: scroll, like Microsoft Developer Network pages (MSDN), Google Books and many, many other web pages) should scroll.

Yes, issue still occurs in Firefox 3.6.13 in safe mode.
