"reply list" is not always subset of "reply all"

"reply list" gives me:
To: list@example.com

"reply all" gives me:
To: Foo bar <foo.bar@example.com>
Cc: recipient@example.com <recipient@example.com>

"reply" gives me:
To: Foo bar <foo.bar@example.com>

I would expect "reply all" to give me:
To: Foo bar <foo.bar@example.com>
Cc: recipient@example.com <recipient@example.com>
Cc: list@example.com

that is, I find it odd that the list appears in "reply list" but not in "reply all". (In this case as it happens I want to reply to:
To: Foo bar <foo.bar@example.com>
Cc: list@example.com
and I get to insert recipients more manually, rather than just removing those I don't want, which is not what I expect from "reply all".)
Is this still happening in current versions?

If yes: Can this be CONFIRMED as a desired fix?
