The "open windows" menu (the one next to the mozilla webtools at the botton of
the window) is not present in the classic and modern themes but is in the blue
theme.

I assume the menu was removed intentionally. I recommend resolving this as INVALID or
WONTFIX. The menu was redundant, because the windows can be switched via the
Tasks menu.

Theme. This Theme does not really have an owner any longer.
