Using 2000-09-29-08 B3 branch build on NT
1. Reply to a mail message
2. Copy some of the quoted text to the clipboard
3. Select Edit | Paste as Quotation
Expected: menu item enabled
Actual: menu item disabled, nothing pasted

You need to highlight the text and use ^C to copy it to the clipboard. You then
need to click wherever you want to put the text (the edit toolbar should change
state to show attributes where you clicked - the focus ring seems broken.)
After you've got your copied text and focus in the body, you can pull down the
edit menu and see paste as quotation available.
The main problem here seems to be focus related, this is probably another
side-effect bug.

That is what I did in the 9/29 build and it didn't work. It does seem to work in
the 10/2 build, though, so marking worksforme.
