Each time TB is closed and re opened all 3 mail accounts require the account password and the SMTP server requires that password.
Reproducible: Always
Steps to Reproduce:
1. Close Thunderbird.
2. Open Thunderbird and try to connect to one of three POP 3 mail accounts.
3.Passwords for each account must be entered before downloading headers or message.
4. Before sending a new message or reply the SMTP password must be entered.
Actual Results:
The prompt for password dialog box has only one field, for the password. There is no option check box to save the passwords. Password manager opens, but the data box is empty, and all the options buttons are grayed out.
Expected Results:
Anytime a new mail account is created, or imported from a previous version of Mozilla mail, the prompt for password should have a check box to save the account password in Password Manager.
Thunderbird should present the prompt for the account passwords and when the Save Password check box is checked save the password in Password Manager. When TB is opened and each mail account is connected Password manager should automatically send the correct login and password.
The workaround is to leave TB open in the background after all passwords have been entered. Not a good solution for cooperate users of several thundered users. Set the Windows XP sr2 screen saver to black out with a black screen and open with a Window password.

Shutting down TB completely and creating a new profile with only one mail account produces th same Password prompt for the mail account, the password prompt but no option to save the password.
Updating TB from TB 3.0.2 to TB 3.0.3 has not changed the save passwords for current e-mail accounts.

I don't have this issue. When I am prompted for the password I see a check box underneath the field to enter my password. If I check that box the password will be remembered.
You are not seeing that box right ?
Have you tried safe mode? (see https://support.mozillamessaging.com/en-US/kb/Safe+Mode for more information)
Anything in Tools -> Error console ?

I am not seeing the check box. There is nothing in the Saved Pass Words dialog box.
I have tried "Safe Mode", same result.
There are two entries in Error Console and they are the same, even after clearing the errors and restarting TB:
"Error: [Exception... "'Component does not have requested interface' when calling method: [nsIPromptFactory::getPrompt]" nsresult: "0x80004002 (NS_NOINTERFACE)" location: "<unknown>" data: no]"

Today I derided one last option to correct the missing "Save Password" checkbox would be to completely un-install TB 3.0.3 and start over.
Remember I had created a new test profile earlier and nothing changed except for the single Add-On Walnut Theme was not used.
I removed TB 3.0.3 using Windows Add/Remove Programs, rebooting Windows XP Pro sp2, and using a third party application to clean the registry of any lingering files of TB.
Installing TB 3.0.3 went very smoothly and loaded all my old mail accounts and messages, and the old theme Walnut. This was very good.
The but is: Password Manager still dose not have the check box to save any new passwords! This was confirmed by sending myself a test message and the prompt to enter the SMTP password was presented in a small dialog box without the option to save the password.

The only theme I use on XP is the one that came with Windows.
For TB I an using the Walnut Theme and I have opened TB in Safe Mode to eliminate the Theme as a possible problem. I am not using any Add-Ons in TB.

I suppose that you have already check in config editor that key
signon.rememberSignons is true... or not?
ps1: I exclude userchrome.css because Michael says that has the same issue also with a clean new profile.

Michael, do you have check key "signon.rememberSignons" in your config editor?
(select menu-->tools-->options tab "general" and then click on "config editor" button. On "Filter" field write "signon.rememberSignons" (without quotes) and change it from false to true)

I tried your suggestion, the user_Pref you quoted was not in the User_Pref file, even though I had searched the Config Editor and found it there. I used a ASCII text editor to view the Pref.js file and pasted your suggested line in the bottom line of Pref.js file. I changed the value "False" to True and still no check box to save the password.
During all the modifications of the Pref.js file TB was completely shut down.
In this case the password for Outgoing SMTP had never been saved, so it always asks for that password.

Update.
The missing check box to save passwords has been corrected. This is a drastic work around to correct an important feature in TB3.
Corrective action: remove TB3.0.4, reboot, install TB3.0.4, installation went flawlessly, but TB3 could not start, Windows reported that TB was already running. But Task Manager reported no instances or processes ID as TB were listed.
Uninstall TB3 and install TB2, Recreate 2 mail accounts and 2 newsgroup accounts.
For the mail accounts TB2 requested the accounts password with a check box to save the password.
Uninstall TB2, reboot, install TB 3.0.4, the installation went flawlessly.
All the mail and newsgroup accounts were imported without error.
To test the check box problem I opened Password Manage and removed the SMTP account and password. I then sent a test message from one of my accounts to the other, TB3 now requested the password for the SMTP server and had a check box to save the password. The password was saved, the text message sent, and was received in the other account.
Thank you to all who gave suggestions on how to fix the password check box problem.
I am now a happy canper with TunderBird 3.0.4

I have now upgraded to TB 3.1.2 and the Password save check box has remained in place, even when creating an IMAP mail account.
Status: UNCONFIRMED → RESOLVED

Michael (great name, BTW!) -- A bug should not be marked "RESOLVED/FIXED" unless a fix can be identified (then it should usually be "RESOLVED/DUPLICATE" of the bug report in which the fix was applied). Changing to "RESOLVED/INCOMPLETE"; if somebody knows of a relevant changeset, please DUP to the appropriate bug.

Actually incomplete is needs more data to fix the bug but none has been given. Worksforme is what you want here ;-)
