Why is this separate from the creation of 20 talos staging machines from rev2 boxes?

In the past, I've been told consolidating info from separate sources made it confusing to track machines, hence I kept them split out like this.
We no longer want rev2 machines for talos staging - this bug and the blocking bugs should be updated to create builders.
