cannot import address book

Details
using PR3 candidate build id 2000092908 on WinNT select Tasks > Address Book File > Import select Address Books, click Next select Text, click Next address book does nothing. It doesn't hang, but it is unresponsive. No dialog appears to find the text file I want to import. All I can do is click Cancel.
