Looks like it's just the double http.
http://europa.eu/rapid/pressReleasesAction.do?reference=IP/09/1941&format=HTML&aged=0&language=EN&guiLanguage=en seems to be what you'd expect.

Yes, just double checked on the original word file, it is just a double http issue.

I fixed this on production for English and all other locales that were affected. We might sync this back to stage2, but it's not certain.
