+++ This bug was initially created as a clone of Bug #545170 +++

We have done Japanese translation of the TOS with the help of our legal counsel. Please push r63449 to production.
Moving to webdev, this will go out with Thursday's push.

Kohei: for l10n pushes assign to me and I can merge to prod and file the IT bug to push live. We push Tuesdays or Thursdays unless it's an emergency. Thanks!
