In bug 533038, Benjamin says that we *should* be cacheing XPT files in xpti.dat and only reloading them when we re-register! According to our fs tracing, that's not the case.

it's looking like having an extension installed that has xpt files will trigger the full re-read of all xpt files, at every startup.
There is no cache anymore. Bug 570488 removed it.
