550025 - Create new Talos suite: Tsvg tests for SMIL animation

I'd like to have talos track our performance on some SMIL-animated SVG content.  I'm filing this bug so I don't forget about it.

Moving this bug to Testing:General for suite development, as requested by bmoss, ctalbert. 

Once this new suite is developed, please file a separate bug in
mozilla.org/ReleaseEngineering to enable running the new suite on builds
automatically.

Is this still desired test suite?  We still need to revisit the existing tsvg tests to ensure they are valid.

Yes, it is still desired.

This could maaaaybe just become part of Tsvg, if we're already re-examining that suite and we're worried about having too many "TWhatever" suites.  But ideally we should make this its own suite, since we want to specifically target the animation code.
