When I enter the specified URL in the location field, I see a strange character. It seems that FF is replacing the "%15" of the URL by some other character.

Reproducible: Always

Steps to Reproduce:
1. Enter URL: http://manuals.sybase.com/onlinebooks/group-as/asg1250e/sqlug/@ebt-link;pt=20741?target=%25N%15_21464_START_RESTART_N%25
2. Press ENTER
3. The weird character is displayed in the location field


Expected Results:  
I would expect firefox to keep display the original URL instead

I was able to reproduce this issue in both firefox 3.6.13 (safe mode) and firefox 4.0b9pre (2010-12-32) (safe mode).

The version of the snapshot should be "4.0b9pre (2010-12-31)".

Happens with any url with %15 - i.e. http://www.amazon.com/?%15
