in modern, the "indeterminate" state of the progress bar on windows looks nice 
and smooth, almost pleasant (except that it goes backwards...what's with that?). 
On mac, OTOH, it animates much too quickly and just looks horrid.

Can we do anything at all about this for rtm?
The very fast updates will also cause us to waste CPU time handling updates for 
the progress meter, rather than laying out page content.
