I've looked at the ADU stats for: Last 7 days, table, drill down to Canada. The table shows 'fr' as second most popular locale, with slightly more users than en-GB, but the pie chart doesn't show 'fr' at all.
You're talking about the firefox usage dashboard (https://metrics.mozilla.com/pentaho/content/pentaho-cdf/RenderHTML?solution=metrics&path=blocklist/blocklist_0&dashboard=template.html&template=new-metrics&title=Firefox%20Usage) ? We tried to replicate it but didn't detect any issues, fr is displayed on the pie chart as second most common with 10% of users, slightly over en-GB with 8%

yes, it's an unfortunate side effect of the chart engine we used to use. New dashboards use a new engine, more robust, that allows us to avoid this problem. I'm marking the bug as wontfix.
