From looking at the sentry logs, I can see it's checking for the uk locale for Thunderbird 3.1b1 builds. Unfortunately, that build doesn't include that locale, should be looking at zh-TW

This is not yet working for partial MARs, as their filenames matches *both* 3.1a1 and 3.1b1, and the current code checks for 3.1a1 first. This patches switches t he order of the ifs around.
