When comparing Firefox with native GTK apps I noticed that our tabs background tabs sit lower. This applies both to the tabbed browser and to ordinary tab boxes, e.g. in the advanced preferences.

I've backed this out. The margin is Gtk theme dependent, so we need a different fix.
