I'm using the latest Minefield nightly. Ctrl-Shift-T does not recall the last closed tab.
Reproducible: Always
Steps to Reproduce:
1. Open several tabs
2. Close one
3. Ctrl-Shift-T
Nothing happens :-(
Actual Results:
Nothing happens
Expected Results:
Last closed tab should reopen
FYI - still does not work after I disable all of my extensions.

Did you try safe mode?

Is the menu entry under recently closed tabs deactivated?
It looks like browser.sessionstore.max_tabs_undo was set to 0. I'm not sure why, I didn't muck around with it in the about:config.
Anyway, when I changed it to a non-zero (zed) number it worked.

Thanks for the follow-up. If it will ever happen again you should check if an extension is the cause of that change. Meanwhile resolving as invalid.
