Despite the fact that .wizard-buttons has a unified toolbar look (it has -moz-appearance: statusbar), the update window can't be dragged by that bottom button bar. The iPhoto window similar to the update window (attachment 428891 [details]) can be dragged by that bottom bar.

Steps to Reproduce:
1. Open update window; try to move the window from the bottom bar.
Bug 398928 implemented this for some windows with this look but not globally so it appears that this has to be done on a per window basis. Adding dependency for reference
Depends on: 398928
Adding a <windowdragbox> somewhere would be cleaner, but we can't do that in the generic wizard binding. We could probably create a "wizarddraggablebybottombar" binding, but I'm not sure if it's worth it. So this just sets the binding in theme CSS.
