552482 - Create an update visual identity for the Design Challenge & a new identity for the Concept Series

In Q2 we want to launch a proper home for the Concept Series on its own VM.  With this we would like to visually relaunch both the Concept Series and the Design Challenges -- the idea being a much cleaner design, much more Bauhaus than bubbles and all.

The Concept Series home will be a showcase site, where we highlight amazing ideas, designs, mockups, discussions from the wider community.  We further plan on integrating an IdeaScale.com based idea management solution (as a replacement for the current Google Group) - IdeaScale is fully skinable through CSS - so we would like to apply the new design also to this part of the site.

See attached mockup for an idea of how the "featured design" page could look like (note that this is not a feature-accurate mockup).
