To make the extension to set ACLs in bug 522955 work, I need some small changes in folderProps.xul and .js.
Partially, it's to make hookup points, and partially it's to remove one useless UI part to make room for the edit UI.

Note re setFolderTypeDescription: I am intentionally avoiding to modify the IDL, to keep the changes small. The IDL is entirely broken in design anyways, because it makes the backend push strings into the UI, instead of the other way around (which is why the root for this).
Haven't tried this out yet but it seems fine.
Stupid, I had already attached it as part of the ACL UI bug
