This bug is for tracking the build system
changes required to build PSM with NSS 3.1
on Windows.

With these three patches and my intimate knowledge
of the Mozilla and NSS/PSM build systems, I managed
to build PSM with NSS 3.1 on Windows following Brian
Ryner's Unix build instructions. I will document my
build procedure when I have time.

This appears to be fixed on Windows as of 12/18

Yes, this is fixed in bug #60909.
In fact this bug is a duplicate of that bug.
