You cannot change the priority of a task in the Today pane of Mail mode from the context menu because all options are disabled.
It seems to work if you click on the task, then right-click the task to change the priority. It doesn't work if the focus is somewhere else (for example on a mail message) and you right-click a task; the priorities are all disabled in this case.
