Example: When the pointer is placed over the "Start" button in Windows, a small box appears that reads "Start" or "Click here to begin". In Firefox, whether the pointer is above a link, picture, etc., or in blank space, a small blank box appears and does not disappear until the mouse is moved or until I start typing.

Reproducible: Always

Steps to Reproduce:
1. Open Firefox
2. Place the mouse pointer anywhere inside the Firefox window, excluding the toolbars and the address bar
Actual Results:  
The small white box appears.

Expected Results:  
It should only appear when needed, such as above a link or picture, etc.

This bug only happens with Firefox. It doesn't matter what theme.
Could very well be caused by an extension. Can you retest in safe-mode?

This happens whether it's in safe mode, private browsing mode, or regular mode.
Can you still reproduce this bug in Firefox 6?
