Details

1. Load URL (data:text/html,<p style="height:1000px">k</p><textarea>hjk</textarea>)
2. Scroll to bottom of page
3. Drag textarea resizer to shorten textarea

As page content scrolls in from the top the nw-se cursor drifts off the resizer element.

This behavior, while not ideal, seems better than any alternatives I can think of.
