The localization of the netError.dtd and netErrorApp.dtd files in dom on both 1.9.1 and 1.9.2 are (probably) copies of the browser version. The problem is, xulrunner apps don't define the additional entities etc, so they're likely going to break. The neterror messages in dom should be localized according the en-US dom versions instead.
