In http://mxr.mozilla.org/l10n-mozilla1.9.2/source/zh-TW/browser/chrome/browser/aboutPrivateBrowsing.dtd, privatebrowsingpage.howToStart references &privateBrowsingCmd.stop.label; instead of &privateBrowsingCmd.start.label;.
The two are actually different, http://mxr.mozilla.org/l10n-mozilla1.9.2/source/zh-TW/browser/chrome/browser/browser.dtd#178, so that's confusing.
This affects both 1.9.2 and 1.9.1.
