1.) Create a brand new profile, and open Security Manager.
2.) Click on Applications.
What is expected: That "Ask every time" should be the default
What happens: "Select Automatically" is the default.

My $.02 is that making "Select Automatically" is a good thing because it helps 

make the use of certificates more transparent.  Users tend to get scared away 

when they get prompted for which cert to use.  The knowledgeable users can make 

"Ask every time" their preference since it won't scare them off.  The novice user 

will become confused when seeing a dialog asking him/her to choose from a list of 

certs that only has 1 choice.

I agree with javi, and that is how it appears in the Cartman UI design at

That would make this bug and bug 55407 invalid.
