554323 - Sync "never remember passwords" domains

Not sure if we want to bundle this list into one record or have one for each domain. Not sure if we want to have this as part of password manager or a separate engine either.

We can use getAllDisabledHosts, but I'm pretty sure there aren't GUIDs or notifications for these changes.. ?

There are no guids but notifications are sent. "hostSavingEnabled" and "hostSavingDisabled" along with the hostname (and hostname is unique).
