When saving a plain text message to drafts folder, non-ASCII characters like הצ�
get converted to the corresponding HTML entities ä ö ü

Reproducible: Always
Steps to Reproduce:
1. Create new plain text message
2. Type הצ� into body.
3. Save message to drafts folder
4. Open message in drafts folder

Actual Results:  Body is äöü							

Expected Results:  Body should be הצ�							

(mail account is set to always use plain text)

Yes, still there on 2000103004 / Win98SE.
(I'm quite sure I've downloaded an 103006, but it says 04..)
