Given that we apparently don't match other browsers (we should check if WebKit even implements the quirk at all), we should consider removing the NS_LooseHexToRGB quirk.

This could be important if CSS ever introduces #rgba or #rrggbbaa colors.


There are relevant testcases in bug 170614, which is a request that we make the quirk match its implementation in IE.
