555140 - "Show my windows and tabs from last time" is stuck

If more than one tab is open and I exit firefox, no matter what setting I have, firefox will put it back to "Show my windows and tabs from last time". 

Reproducible: Always

Steps to Reproduce:
1. Open multiple tabs in a window (make sure only 1 window is open)
2. Set "When firefox starts" to "Show my home page" or "Show a blank page"
3. Close the window
4. Start a new session
Actual Results:  
Instead of my home page or blank page showing on start up, all the tabs from the last session are restored, and "When firefox starts" is set to "Show my windows and tabs from last time".

Expected Results:  
A blank page or my home page should have been set instead (depending on which one I chose).

If I set firefox to show a blank page or my home page and exit a session with only 1 tab open, it works fine.

Reporter, are you still seeing this issue with Firefox 3.6.13 or later in safe mode? If not, please close. These links can help you in your testing.

You can also try to reproduce in Firefox 4 Beta 8 or later, there are many improvements in the new version, http://www.mozilla.com/en-US/firefox/all-beta.html

No reply, INCOMPLETE. Please retest with Firefox 3.6.13 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). If you continue to see this issue with the newest firefox and a new profile, then please comment on this bug.
