the dragged content is copied to the grayed tooltip text of the tag field instead of the field itself

Reproducible: Always

Steps to Reproduce:
1. Open the properties of a bookmark
2. if not exist write some text into the keyword field
3. mark it an drag it to the (empty) tags field
4. drop it
Actual Results:  
the empty tag field shows a grayed "tooltip" text inside the field. After dropping the pasted text appears in the tooltip text instead of the .text member
Removing the mouse from this focus lets my dragged text disappear.
-> no succesful paste


Expected Results:  
Of course i want to have it as new content of the tag field ;)

I can reproduce this on 3.6.  This is not reproducible on trunk, so it has been fixed for 3.7.
