Reproducible: Always

Steps to Reproduce:
1. Start Fennec
2. Navigate to some non existing page like 'kjhsfsdfsdfsd.fi'
3. Check preview in tabs strip

Actual Results:  
Fennec start page thumbnail is displayed for 'Server not found' error page. Note that you will get a correct preview if you try again navigating to the url from step 2


Expected Results:  
'Server not found' preview visible in tabs strip
