555818 - Remove plugin data crowdsourcing features from directory

This feature is too confusing to be very useful, when we can do automatic data collection and metrics from the Plugin Check page.  So, best to remove it.

In terms of visible site features, this means that:

* the "Feedback Actions" column will go away on the "Your Installed Plugins" tab, along with the anonymous submission form the column links to;
* the "Submissions" tab for editors will go away, along with the listing and detail pages to view anonymous submissions.

I think keeping the "Your Installed Plugins" tab itself and the plugin detection there is still useful for testing out sandbox changes, so that'll stick around for now.
